Our Approach

At Outsiders Inn, we follow a self-directed recovery model to support persons experiencing homelessness.

We recognize that all participants are trauma survivors, often facing complex challenges like mental and physical health concerns or substance use. Our strength-based recovery approach is grounded in peer support.

Our staff brings lived experience with housing insecurity, poverty, homelessness, mental health recovery, substance use, and the criminal justice system. This shared experience fosters trust, understanding, and hope, empowering participants to overcome the challenges and build a better life.

St. Paul’s Men’s Shelter

Our St. Paul’s shelter serves 25+ men, aged 18 to 75, with a team of people who have lived experiences of homelessness.

We provide essential resources and services, including:

  • Bedding, storage, and showers

  • An eating and social area

  • Internet access and laundry passes

  • Peer support and case management

  • Housing assessments

  • Weekly house meetings, and optional support groups and activities


PROGRAM DETAILS

Safe Stay Communities

Safe Stay Communities provide temporary housing with safe, stable, and humane living conditions to help individuals transition out of homelessness. Each community features 20 two-person modular shelters, offering secure housing for up to 40 residents. Operated by Outsiders Inn, these communities are staffed 24/7, with access to sanitation, hygiene services, and a range of health and supportive resources.

Since December 2021, Outsiders Inn has managed two Safe Stay Communities in Vancouver, WA: The Outpost in North Image and 415-West in downtown.

By replacing tents with modular shelters and offering onsite support, these communities create a safe and dignified environment for residents to stabilize and rebuild their lives.

Winter Shelter: A Warm Place When it Matters Most


Winter in Clark County can be harsh. When temperatures drop, our Winter Overflow Shelters provide a safe and warm place for those who need it most. We offer two types of winter shelter options

  • Art Center Winter Shelter
    These shelters open on nights when temperatures are dangerously low. They rely on dedicated volunteers to provide support and hospitality.

  • Satellite Overflow Shelters (SOS)
    Open every night throughout the winter, these shelters offer additional capacity when other shelters are full.
